Jacobson takes the helm

Carl Jacobson and Daniel Dalegowski were officially sworn into their new roles on the Cave Junction City Council during the year’s first meeting Monday, Jan. 10.

Jacobson, formerly in Position 4 of the council, took up the gavel as Cave Junction’s new mayor while Dalegowski, a newcomer to the council, filled Position 2. Dan Fiske also took the oath of office alongside Dalegowski and Jacobson in his return to the council.

Outgoing Mayor Don Moore and council member Trisha Arias were both congratulated for their service to Cave Junction, receiving plaques of recognition.

The new city council then made its first motion of 2011 in electing a new council president. With councilor Margaret Miller absent Monday, Dalegowski spoke first recommending Miller until other members said Miller had already requested that Fiske fill the role.

“Then, I would like to make a motion [for] Dan Fiske,” Dalegowski said, and with that, the council soon voted 3-0 in favor of Fiske as council president.

Jacobson read the ‘State of the City’ address summarizing council accomplishments over the past year and thanking voters and council members for their support.

“I am going to try and do the best that I can,” he said. “I am only human, so I will make mistakes.

Realizing this, we will endeavor to proceed with the business at hand.”

In the address, Jacobson said the council welcomed the help and suggestions that would come from the community, acknowledging that some decisions may be controversial.

“No person or group will receive favoritism from this council,” Jacobson said. “We will keep an open door and I will be open to any suggestions or ideas.”

Continuing in the address, Jacobson read a list of 2010 accomplishments including amendments to the municipal code, the successes of the Kerby Water District and the partnership with Cave Junction Rotary in the Hometown Heroes banner project. Jacobson also noted that New City Recorder Ryan Nolan was hired in 2010, a “homegrown boy” from the Illinois Valley.

The 2011 city council also acknowledged some challenges for the coming year. Jacobson said they are still waiting for a response on federal and state agencies for swimming pool repair because Cave Junction does not have the funding to do the work on its own.

Other goals in the address included future upgrades to light poles at the Jubilee Park baseball field and upgrades to Old Stage Road and local highways.

Following the ‘State of the City’ address, the planning committee, municipal court and the Josephine County Sheriff’s Office gave their usual monthly updates.

Deputy George Gasperson gave the sheriff’s office update describing new rules in effect to help prevent loitering of drunk and disorderly people near downtown businesses.

An executive session was not held at the Jan. 10 meeting. Nolan informed those at the meeting of Resolution 579 that requires council members to read the rules, procedures, code of ethics and annual acknowledgement.

With Council Position 4 now open, the city is accepting applications through the end of the month.

The meeting closed with brief comments from city council members, with Dalegowski and Jacobson both thanking the voters again for their support. Jacobson had run unopposed in the Nov. 3 elections, but also noted that one write-in candidate had won a position.

“One vote does make a difference,” he said. “No matter who it is, or what it is, you vote with your conscience.”
