City, KWD talk billing

Kerby Water District (KWD) board of directors President John Plute and Cave Junction City Council members met for a 40-minute workshop on Tuesday evening, Aug. 17 at City Hall to address key billing details.

Plute said that he wanted to find out the “nuts and bolts“ and procedures that would be required for the city to do billing for KWD and generate its customer invoices. He asked Mayor Don Moore if the city would be interested in providing such services and what the costs would be for it, since the city already has the infrastructure in place for that kind of a system.

Moore suggested that KWD obtain its own computer and software. He said that he didn“t want to co-mingle Cave Junction“s system with that of KWD, and that such a scenario would be a “nightmare.“

City Recorder Jim Polk estimated the cost of the software to be between $6,000 and $10,000, and possibly more. Plute stated that KWD recently obtained QuickBooks accounting software, and added that the district is building its system from scratch.

The city will not collect money for KWD from its patrons, Moore said, but would be willing to print the bills and provide them to the district. City public works employees also can read customer meters for KWD, Moore said.

Polk told Plute that utility software can generate bills once the data for the accounts is entered into the system. Once it is set up, Polk said, reading the meters should be fairly simple.

Moore said that taking that approach will be more expensive up front, but ultimately will pay off. He offered to help KWD through the entire process.
