CJ Council approves recycling charge, bids farewell to Polk

In the minutes leading up to the Monday, Aug. 23 Cave Junction City Council meeting, Jim Polk added up the number of council meetings he has attended in the past two decades. The city recorder, who will retire at the end of the month, came to a ballpark figure of around 360.

Though he wasn“t sure of the exact figure, one thing is for certain: This was Polk“s last meeting as city recorder.

A casual atmosphere dominated the 30-minute meeting, as Mayor Don Moore, the councilors, Josephine County Sheriff Gil Gilbertson and Undersheriff Don Fasching all expressed their appreciation for Polk.

Ryan Nolan, who has been training for weeks to replace Polk, sat at the dais for the duration of the meeting. Polk, meanwhile, occupied a table towards the back of the room.

No testimony was offered during a series of public hearings held during the meeting. Second readings were conducted regarding four ordinances amending the municipal codes. Those ordinances covered a series of areas that Polk had identified as needing clarification. They include private property burial requirements, sidewalks and disabled person parking.

Polk had stated previously that he wanted to clarify some aspects of the municipal code prior to his retirement. All of the ordinance changes were approved by a 5-0 vote of the council.

Councilors also voted 4-0 to pass a resolution approving a request from Southern Oregon Sanitation to add a $20 recycle contamination charge. Moore abstained from the vote.

The request, had been recommended by the countywide Solid Waste Agency. Customers would first receive a letter of notification before being assessed the new charge.

Councilors voted 5-0 to recommend that Oregon Liquor Control Commission approve of a request from St. Patrick“s of the Forest Catholic Church for a special event license. The license would allow for a beer garden during a beer festival and craft show set Sept. 18 at the church on W. River Street.

Fasching, who wrote a letter in support of the request, also spoke in its favor.

Also, Nolan informed councilors that representatives from the state parks department contacted the city to request a meeting regarding Forks Park at the end of October.
