County OKs AFSCME funds

To help settle a longstanding dispute between the county and the American Federation of State, County and Municipal Employees (AFSCME) union, the Josephine County Board of Commissioners has voted on a couple of actions involving payments totaling $211,000.

On Thursday, Aug. 12, the commissioners met with county legal counsel. The board went into executive session (closed to the public/open to the news media), to discuss the AFSCME matter.

During 2006, the county privatized its mental health services. That action was preceded by a strike by members of AFSCME, and prompted the union to file a lawsuit. The Employer Labor Relations Board ultimately ruled in favor of AFSCME, and its ruling was upheld by subsequent court decisions.

After the county board emerged from executive session on Aug. 12, Commissioner Sandi Cassanelli moved to authorize the payment of more than $60,000 in dues to AFSCME. Her motion was seconded by Chairman Dwight Ellis, and passed 2-0. Commissioner Dave Toler left prior to the vote being taken, due to a scheduled appointment.

Cassanelli then moved to authorize county Chief Financial Officer Rosemary DeLashmutt to pay more than $151,000 to approximately 26 former mental health employees. Ellis seconded, and that motion also passed 2-0.
