CJ Council delays AFD hearing yet again

It looks as though the people waiting for the Cave Junction City Council to finalize an Advance Financing District (AFD) for improvements on West Schumacher Street are going to have to wait a little longer.
A public hearing of the second reading of an ordinance to establish the AFD was scheduled for the council’s meeting Monday night, Oct. 12 at city hall. The developer-installed AFD is for water, sewer, street and storm drain improvements.
City Recorder Jim Polk stated that he wanted more time to review the paperwork associated with the AFD. He said that he planned to request invoices from some of the developers involved in the initial improvements, and added that he wanted City Attorney Patrick Kelly to review them.
Councilor Dan Fiske moved to continue the AFD hearing to a date to be determined later. That motion was seconded by Councilor Trish Arias and passed 3-1, with Councilor Margaret Miller opposed and Mayor Don Moore abstaining.
“This has been frustrating for all of us,” Moore said.
Roger Freeborn of Illinois Valley River Estates, one of the companies hoping to be reimbursed for the improvements it funded, reiterated his desire to see the matter settled in a timely fashion.
“This thing has drug out for years,” Freeborn said.
Freeborn, who lives in Terrebonne, by Prineville, said that his company put up $400,000 for a pump station requested by the city. He asked for a “fair resolution” to the issue.

“That’s all we’ve ever asked for,” Freeborn said.
Moore said that the city just wants to make sure the AFD was conducted properly. He praised Freeborn as a “stellar gentleman” for his patience.
“We want to make sure we’re as correct as we can be on this,” said the mayor.
Councilors also voted 5-0 to approve an ordinance repealing a previous ordinance creating a Local Improvement District for work on Redwood Hwy. at the north end of the city. No comments were made during a public hearing.
Also approved 5-0 was an ordinance amending a previous ordinance due to a “scrivener’s error.” No public comments were made during a public hearing.
The meeting adjourned after 33-minutes.
