I.V. Fire District board passes budget resolutions, annexations

A series of resolutions were passed 4-0 by the Illinois Valley Fire District (IVFD) Board of Directors during its 35-minute meeting on Thursday, June 11.
Meeting at administrative HQ in Cave Junction, the board first adopted a resolution for a supplemental budget for the 2008-09 fiscal year, which will end on June 30. IVFD Executive Administrator Robin Paulson said the resolution is necessary because the district received an extra $69,000 in revenues, which changed the previously adopted budget.
Those funds came through a variety of sources. They include $2,500 from the sale of assets; $1,200 from the rental of a Takilma facility; higher-than-expected collections of fines and assessments; and unforeseen grant money.
Director Dusty Bouchard was absent.
Also approved was a resolution for changing budgeted personal services. IVFD received a grant from Illinois Valley Community Development Organization for a fuels reduction program in O’Brien.
Approximately 87 people have participated in the program, and 60 have signed up for it. Fuel reductions have been completed on 44 properties, with 11 more pending. Some 183.2 acres have been treated, and treatment is pending for 42 more acres.
The unanticipated receipt of the $5,000 reimbursement grant increases IVFD’s personal services budget line item by $5,000.

Another resolution changed IVFD’s budgeted line item for firefighting tools and supplies, because IVFD received $2,870 in matching grant monies from Special Districts Association of Oregon. That grant was for purchasing safety items. IVFD had to pass the resolution to increase the line item to reflect the grant revenue and matching funds expense.
Other resolutions extended Workers Compensation insurance to IVFD volunteers, and adopted the district’s financial policies for the 2009-10 fiscal year, which will begin on July 1. Those policies include authorization of credit cards by management personnel.
Directors also voted to annex to the district properties in the 200 block of Nolan Road, and on Greenview Drive.
New Director Ron Humphfres, who defeated Bouchard in the May 19 special election, will be sworn in during the board’s next meeting on Thursday, July 9.
