GPDPS: Youths’ bad behavior ‘escalating’
Charges including riot, intimidation and disorderly conduct leveled after melee

Ten persons, including six juvenile boys and girls as young as 12 years of age, were arrested in Downtown Grants Pass in connection with a riot and disturbance that at one point involved an estimated 20 persons, and that could be linked to White Supremacy and gang-type insults.

Grants Pass Dept. of Public Safety (GPDPS) added that the situation on Sunday, May 3 at around 7:44 p.m. is similar to previous and “numerous issues in the downtown area involving juveniles loitering, drinking alcohol and engaging in fights and damaging property.” Because of the severity of the incident, seven officers responded.



All those arrested or cited and released are Grants Pass residents. Identified in connection with the turmoil that began at the Dutch Bros. stand near Sixth and G streets are:

  • Joseph Francisco Cyrus, 19; charged with riot, and second-degree criminal trespass. He was cited and released.
  • Mario Mohammed Rameriz, 18; charged with riot, and second-degree criminal trespass. Possible charges of harassment, third-degree assault, and first-degree intimidation were referred to the district attorney. Rameriz was cited and released.
  • Troy Allison Madsen, 23; charged the same as Rameriz.
  • Adam Johnathan Madsen, 24, charged with riot, and second-degree criminal trespass. Possible charges of third-degree assault and first-degree intimidation were referred to the D.A. He was cited and released.
  • Trina J.A. Burnett, 13; charged with interfering with a police officer, and second-degree disorderly conduct. She was cited and released to a parent.
  • Alexis Marie Demarco, 15; charged with riot, and second-degree disorderly conduct. She was cited and released at Three Rivers Community Hospital.
  • Kelcey Dawn Stevenson, 12; charged with riot, interfering with a police officer, and second-degree disorderly conduct. She was lodged at the Juvenile Justice Center (JJC).
  • Michelle Lynn Delicino,15; charged the same as Stevenson. She was lodged at JJC.
  • Kyle J. Winslow, 16; charged with riot, and second-degree disorderly conduct. A charge of third-degree assault was referred to the D.A. He was lodged at JJC.
  • Hope K. Horn, 14; charged with interfering with a police officer.

Regarding the incident, GPDPS gave the following account:

Officers responded to a report of a fight involving several people near a Dutch Bros. stand. The complainant said that those involved fled northbound on Sixth. Some on bicycles were being chased on foot by a crowd of 12 to 15 persons.

The group was extremely loud, disorderly and refused to stop after being told to do so by an officer. At one point, people on foot ran toward officers who had stopped the bicyclists while screaming profanities and making threats toward those on bikes. Due to the size of the crowd, and the threatening and aggressive behavior, additional officers were requested.

Following nearly two hours of interviews and investigation, 10 persons were arrested. Additional arrests are possible. Numerous adult and juvenile persons were involved in the altercation.

Some of those involved claim that part of the group made gang signs and gestures of White Supremacy. Because of previous situations, GPDPS has been increasing patrols and enforcement contacts in the downtown area.

The behavior of the juvenile persons has been escalating and becoming more contemptuous during the past few months. Many of those arrested were part of regular crowd that seems to be becoming more brazen.

Police will not tolerate such behavior, and parents should be aware of the nature of individuals congregating in the downtown area, and be aware of where their children are.
