Funding for 199/River Street traffic signals to be sought by CJ

A $500,000 project to install traffic signals at Hwy. 199 and River Street on the north side of the city will be proposed to the Oregon Dept. of Transportation (ODOT) by the city of Cave Junction.
The council and mayor tacitly agreed Monday night, Nov. 10 in city hall that possible economic stimulus monies that could come during a lame-duck session of the U.S. Congress should be sought. City Recorder Jim Polk was instructed by consensus to write to ODOT.
The city also will propose installation of a left-turn lane on 199 at Hamilton Lane at the south edge of the city. The cost is unknown.
Mayor Tony Paulson said that ODOT had put the 199/River signals in its 2009 plan, but that it has been revised to 2011. Councilor Margaret Miller noted that the intersection needs to be made safer for school children.
During the citizen comment portion of the 48-minute meeting, a strongly worded statement about “mud-slinging” was made by Harry Rich. He identified himself as a “taxpayer” and city resident.
Rich said that “a couple of articles in newspapers” -- in connection with the Nov. 4 election -- amount to using personal data against a member of the elected city government. He characterized the comments made by another city candidate as “bashing” and “an egregious attack.”

Rich said that had he known about the comments prior to voting he would not have voted for the person who made the comments. He also took to task the overall council, saying it is a group responsibility to “be nice, although it’s hard.”
He demanded an apology by the person who made the comments to the person affected. Rich said that he would be back if that does not occur. Neither the council nor the mayor responded to Rich’s presentation. Rich did not name names, saying, “You know who you are.”
In another matter the council continued to the Nov. 24 meeting a public hearing on a storm drainage agreement with Brookhurst Development.
